POTENTIAL FIX: [NEW CADT UI] - Labels should be able to be inserted from other records

In the old UI, the user was able to either 1. enter a brand new label or 2. select from existing labels on other records.

I'd like to talk about whether this should be ported to the new UI or not. If there was a backend call to get labels, it should be ported to new UI, i think. If there is no backend call and it was frontend work, I think we can skip.
