[Feature Request] CVRContentPlacard: 'friend/group share' and 'instance only' features.

What should be possible that currently is not

This is probably both an in-game and cck change required. but the idea related to #1858 in a way.
Basically, if you use the CVRContentPlacard, you should be able to assign a group to it to allow members of that group to uh... reverse share? borrow? I guess? it, and/or friends, and maybe set a flag for content that's only valid for that world/instance. The former is to make sharing content among groups in the mentioned way a little easier and friends, and the latter is so primary content creators (Avatar Makers) to be able to make proper avatar worlds for the content they don't allow to be made public.

Other remarks

kind of a rough idea, but may be worth considering.
