single country page: redesign lists of data entries

We implemented lists in last version. One approach for the EU.hackathon.release is to create master list controllers per category. Let's also assign behaviors to the lists (open:closed - on page load). We opted for showing the EU transparency report data list as open with the connectivity as closed.
