New modular layout + Admin Panel

There are major changes relating to how modules are loaded, for more information please see the wiki.

The admin panel is now up and running, currently you can only modify users, crimes and rnks but more will be added to this going forward.

Bug Fixes + New Jail

I have fixed several bugs with the schema causing timers to stop working and the profile not being updated.

I have also improved the templating system so it is easier to modify and understand.

I have added the ability to break users out of jail, if you are in jail and fail a bust/escape you are sent to super max.
