Switch from Spreadsheets to Weblate for managing translations

Instead of using Spreadsheets to manage translations I propose you switch to Weblate.

Weblate is free for open source projects and it has worked well for us in our current (closed source) project: It integrates well with GitHub and creates PR's automatically when translators have added or changed translations.

If I had known about Weblate back in the day I don't think you'd be struggling with spreadsheet stuff today. Sorry about that 😄
