[bug/docs] Production page linked to in README is not loading

The README links to the Resources for immigrants app at http://phila-resource-finder.s3-website-us-east-1.amazonaws.com/immigrant/prod/#/, but the page doesn't load. Could be either the wrong link (a documentation issue), or a bug with the prod bucket, (or another unknown!) 🔍
