Bump js-yaml, @vue/cli-service and eslint

Removes [js-yaml](https://github.com/nodeca/js-yaml). It's no longer used after updating ancestor dependencies [js-yaml](https://github.com/nodeca/js-yaml), [@vue/cli-service](https://github.com/vuejs/vue-cli/tree/HEAD/packages/@vue/cli-service) and [eslint](https://github.com/eslint/eslint). These dependencies need to be updated together.


Removes `js-yaml`

Updates `@vue/cli-service` from 4.5.19 to 5.0.9
