Config for maximum turn speed.

I have noticed there is no max turn speed config, currently the turn speed can really lag up if you add alot of engines, the max speed is capped which is fine, but the turn speed continues to be increased.

It would be really nice to have a base turn speed config, a max turn speed config, and a config to adjust how much more turn speed each engine adds to the ship.
