Description: Create proper starter kit templates including user's proven Claude commands.

Tasks:

• Create CLAUDE.md template for new projects
• Copy user's Claude commands from ~/.claude/commands as baseline templates
• Create .claude folder with proven slash command patterns
• Create template slash commands following Claude Code patterns
• Create project scaffolding templates
• Create setup scripts for new project initialization
• Create comprehensive README.md with usage instructions

Acceptance Criteria:

• New projects get proven command templates
• Clear setup instructions provided
• Baseline hooks and commands included

Dependencies: Requires Phase 1.1 completion
