Description: Create the missing React web dashboard - the main deliverable of this project.

Tasks:

• Initialize React app with rsbuild in packages/client
• Set up project structure with components/hooks/utils
• Configure WebSocket client integration
• Implement routing and layout
• Set up development environment

Acceptance Criteria:

• React app builds and runs successfully
• Basic layout and routing implemented
• WebSocket client configured
• Ready for dashboard components
