Phase 1.3: Remove incorrect CLI package

Description: Remove the incorrectly created packages/cli directory that doesn't belong in this project.

Tasks:

• Delete packages/cli directory entirely
• Remove from workspace configuration
• Update build scripts to remove CLI references
• Clean up any CLI-related dependencies

Acceptance Criteria:

• CLI package completely removed
• Workspace configuration cleaned up
• Build pipeline updated

Note: CLI tools don't belong in this project architecture
