It would be very useful to add a test to ClimaComms that checks that:
- MPI is working
- CUDA is working
- CUDA + MPI is working with 2 GPUs
- CUDA + MPI is working with 2 GPUs and that communication is device-to-device when available
- Parallel HDF5 is working
- Parallel NetCDF is working
