In order to create a new IC file, we need to:
- run the land model for 20 years starting from ~nearly saturated soil
- run a "create_artifacts.jl" script pointing to the output diagnostics from this run
- upload output to box
- open a PR in ClimaLand changing the toml
- change the Overrides.toml on hpc and clima (note - the IC file is not very big and quick to download, so we can remove the line from the Overrides.toml and ignore this step then)
