What to keep in the ClimaOcean.jl package?

After detaching https://github.com/NumericalEarth/NumericalEarth.jl we should decide what to keep specific to ClimaOcean and what to keep only in NumericalEarth.

I think we might want to re-export everything here in ClimaOcean, but I am thinking we keep mostly ocean-specific things like Diagnostics and InitialConditions?

I think DataWrangling, OceanSeaIceModels (to be renamed to something more generic) and all the individual components models should remain in NumericalEarth
