Add Beres parameters for convective non-orographic gravity waves

Purpose

We added the ClimaParams for the Beres and changed nogw_cmax to enable Beres steady source (i.e., so that we have a discrete c=0 bin).

See CliMA/ClimaAtmos.jl#4382 for more details.

• Modified one non-orographic gravity wave parameter nogw_*
