What is the work that needs to be done?

We have tooltip definitions throughout, which are pretty good. I'd like to extract those definitions from the text and make them headless blocks that can be referenced from tooltip shortcodes and also produces a glossary page

1. turn on taxonomies
2. extract all tooltips to content, either in /content or in /data, not sure
3. assign category of 'term' to all term content
4. improve tooltip shortcode to call definition from content, as well as allowing text to be written in if desired
5. tidy up "note" shortcode to remove glossary options
6. check over again to get all term definitions out

Why is this work important to do?

It's a small improvement -- we know that updating central terms is easier to maintain than updating all over the place, and it would be nice to provide a glossary
