invalid redirect link when installing Starter sites from sidebar

The install and activate for Starter sites in the dashboadi is redirecting on success to a broken link.

Step-by-step reproduction instructions

1. Activate Neve
2. Go to Neve Dashboard
3. Click Install & Activate Starter sites in the sidebar
4. You will be redirected to a broken page.

I've fixed it with this PR - #4388
