Repeated issues around owners getting emails

Reported bug
We have several unconfirmed, but individually reported and identical bug reports, that for the "confirm your project" emails. Some owners & supervisors were only getting 1 email even if they had several projects (you're meant to get an email per project so you can confirm or cancel them separately).

Notes on relative importance
Getting cancelled projects to tell us they are cancelled (and thus save thousands in knowing how many to cater for) was one of the key problem sets this platform is solving.

To confirm/test
Test locally and in production if possible the delivery of this and monitor for 2020.
