Make images and charts hooks friendly to different user names

We were discussing recently with @jthiltges if we can easily reuse base images from https://hub.docker.com/u/jupyter (https://github.com/CoffeaTeam/coffea-casa/blob/master/docker/Dockerfile.cc-base-ubuntu#L51-L123). Looking into configurations https://jupyter-docker-stacks.readthedocs.io/en/latest/using/common.html?highlight=NB_USER#user-related-configurations it should be possible but we must run the container as a root.
