Update to boost-histogram v1.6.0+ and hist v2.9.0+

To address some issues that were fixed by @henryiii in the boost-histogram v1.6.0 release, can the coffea-casa images get updated to support boost-histogram v1.6.0+ and hist v2.9.0+?

I don't know how the image build from different bases work, else I would make a more informed issue or open a PR to do this myself. If someone on the coffea-casa team can give me that info I can make more useful issues/PRs in the future. 👍
