Economic situation potentially preventing AI from properly responding to core parameter changes

I've tried changing key AI decision-making parameters, such as increasing the wanted_construction_output value from the default 10 to 25. However, the AI doesn't seem to react at all—no additional construction sectors are being built. The same issue happened when adjusting taxation parameters in the past; the AI just didn't respond.

My suspicion is that the AI’s economic situation in our mod might be causing confusion or interference with its decision-making. Perhaps when the economy is already strong (or fluctuates rapidly between strong and weak), the AI no longer recognizes the need to follow adjusted parameters for long-term planning.

It would be helpful to investigate further to see if the mod’s economic environment is indeed causing the AI to overlook or disregard these changes in its fundamental decision-making behavior.
