Comment card: add Reply and resolve action #13978

Initially brought up by @printfdebugging
currently we can reply on the comments and mark them resolved separately, but there doesn't seem to be a way to reply and mark as resolved at the same time. i wonder if it would be a nice addition.
This seems to be a easy way to reduce user's clicks and make commenting more efficient!
I propose to convert the reply button into a split button.
So, the Reply button goes from

where clicking on the left side replies to the comment and pressing the arrow opens a menu that lets the user click on "Reply & Resolve" or "Reply & Resolve Thread".
