Compilation Check on PR Verification

When a Pull Request is submitted, currently only license signature is verified.

As there are currently no `X_text.go` files for running a `go test`, at the very least a pull request step should be added to the github actions to ensure a simple `go build` on an alpine container or something of that nature succeeds, to ensure there are at least no build errors before a pull request gets merged.
