Improve GH Actions with automatic upmerge

Right now we have 3 major branches:
- 1.0
- 2.0
- main

if something is merged to 2.0, we need to manually upmerge it to the main. This work is tedious and error-prone, so we should take advantage of GH Action to automate this work
