Ngrok will not work on podman

Describe the bug

This is issue related to assuming that everyone using aspire will use docker:

Steps to reproduce

Install aspire ngrok provider on computer with Podman installed instead of docker and notice that application will not be routed correctly.

Expected behavior

Application should be routed correctly on both podman and docker

SDK using this logic https://github.com/dotnet/sdk/blob/bc0fd0171338a01ca2377f1919a1474f017fbf93/src/Containers/Microsoft.NET.Build.Containers/LocalDaemons/DockerCli.cs#L280-L314
it might be needed to have similar logic inside of ngrok provider to determine podman/docker

after further debuging it is not issue with provider on podman it is networking issue, as even after adding host it is giving same result. closing issue.
