Add samples/LottieSamples (#56)

* added LottieSamples app to the samples folder of the repo.

* minor edits, added readme and store logo assets.

* updated readme

* Added license headers

* Updated xaml styling

* Updated directory name to AnimatedVisuals

* updated store assets

* replaced aka.ms links with https urls

* fixed store assets and updated splashscreen logic

* compressed png file to fix build failure and updated splashscreen to use border instead of grid.

* addressed CR feedback and updated LottieLogo1_Modified to be more readable

* updated certificate

* Fix build breaks.
