Parflow model and framework

Need a model (initially rough) capable of estimating runtime and of different parflow test cases.
Needs to work on:

• Laptops
  • runtime within 10% accuracy
  • footprint within 15% accuracy
• Single ocelote node
  • runtime within 10% accuracy
  • footprint within 15% accuracy

Deliverable:

• Test data used to create the model, including information about the parflow software stack and its configuration.
• Scripts (preferable in the form of the existing python notebooks) that can take data in the test data format and produce a model (such as a new model from new data).

Done when:

• Model framework is uploaded.
• Initial model is produced, meets the above accuracy limits.
• data used to build the initial model, and meta information about the data, is uploaded
