Parflow runtime and footprint estimation tool

Need tool capable of accepting a tcl script, a model accepting configuration parameters extractable from a tcl script and producing a footprint or runtime estimation, and produces the footprint and runtime estimation.

Deliverable:

• A python tool that performs the above.
• An initial estimator from Parflow model and framework #5

Done when:

• Tool is complete
• Documentation is provided.
• Tool accurately (within the bounds of Parflow model and framework #5) estimates runtime and parflow footprint.
