Moving Product Specific Controls

While thinking about #13965 I was wondering if should move product specific control files under each product. For example products/rhel9/stig.yml. While shared controls like ANSSI and srg-gpos will stay in the global controls folder.

Another inspiration for this request is that there are over 50 controls in the controls directory. So I think it is time we do something about this.

I wanted some initial feedback on the idea before creating and ADR that will better define the behavior.

I agree on moving product-specific control files to the products//controls folder. It should make the project cleaner and allow per-product customizations of control files.
We lost this flexibility by forbidding Jinja in control files.

I also support this idea. It allows better management of control files per product, removing clutter from the generic controls folder.
