Add Timestamp to Complaints

It would be helpful to track when each complaint was filed. Adding a timestamp field in the complaints table will allow admins and users to view the filing date and time for better management and prioritization.

I plan to fix this by:

1. Modifying the complaints table schema.
2. During insertion, SQLite will automatically fill in the timestamp.
3. Update export csv function accordingly.
