Add In-Console Notifications for Admins

Implement a notification system that alerts admins about new/unseen complaints when they log in. This ensures admins are aware of recent user activity without checking the full list manually.

I plan to fix this issue by:

1. Add a new column notified INTEGER DEFAULT 0 in the complaints table.
2. When a complaint is filed, keep notified = 0 (default behavior).
3. After displaying, update all notified = 0 complaints to notified = 1
