Migrate to Quarto

I think it would be a good idea to convert the jmds to qmds since there hasn't been much development of the Weave package for some time. We at PumasAI have developed a native julia engine for Quarto, see https://quarto.org/docs/computations/julia.html#using-the-julia-engine which I think would be useful here.
