Add option to keep old states in archive nodes

A lot of our RPCs rely on reading the state. Arguably, archive nodes should be able to serve all such requests. This, however, raises disk requirements significantly.

We should enable this behavior as a configuration option. We should also stress the impact of these options and the limitations of archive nodes in the documentations more.
