Upgrade delegatecall module to report calls with unstrained callee with a higher severity.

Currently, the delegatecall module reports the same "Low" severity issue regardless of whether the callee is concrete or not.

If the callee is unconstrained, this is a Critical/High severity issue, and we can detect it and report it as such.
