Delay when producing an execution payload in Gloas (self-built) #10018
Description
We need a better heuristics of what delay to have when we are performing the execution payload duty when a self-built bid has been chosen. Currently, it is hardcoded to 500 milliseconds, which is good enough for devnet-0 in my opinion.
One idea is to use the current slot time and delay it until the attestation due time. (3 seconds)
