Failed to load alarm server preference parameter settings

Now I'm throwing into a situation where the preference settings fail to load when using the alarm server, I am now running kafka and alarm server on a linux server, then phoebus running on windows, but when the preference ip:9092 and nag_period=00:00:10 of kafka are pointed, I find that kafka's service can be connected, but nag_ period has been the default 15 minutes of the software, I checked the source code and didn't find the problem.
