Incorporate selling points of IPFS + blockchain over cloud hosting

1. IPFS = self-hosted super-easy cloud storage: we can advise how easy and cheap it is to run IPFS nodes in house and give user/department option of choosing to store just CIDs or CIDs and images
2. IPFS, in addition to mesh networking, allows for essentially peer-to-peer cloud hosting that works with anyone who has the app. The data is encrypted per device's users' keys so the mesh of IPFS nodes can't actually decrypt the data to see it unless authorized. We can use encryption a la textile but may want to add a feature that allows the department to specify if they want the images encrypted with the departments' private keys and not the police officer's, preventing the officer from sharing the evidence
3. Blockchain is an immutable ledger. In contrast to how administrators of a cloud file-hosting service can modify digital fingerprints or images, no one can change CID entries.
