Option to have auction fee assigned by permission. #226

I was thinking of trying to give a variable rate to players by having an option in the config to enable permission based fees. (Which would use the users permission value for the fee)
Something like this:
Where
crazyauctions.list-fee 50
Means the user has a $50 fee, or if percent mode is on a 50% fee.
