I want to ensure that our platform releases follow software licensing rules
so that we are not responsible for any downstream disputes

Acceptance:
- A script or selection of scripts that:
- Process all source files that are used in a release
- Highlight any malformed/missing license headers
- Produces a license compatibility report for manual review
