License compatibility checking

As a product owner
I want to ensure that our platform releases follow software licensing rules
so that we are not responsible for any downstream disputes

Acceptance:

-A script or selection of scripts that:
Process all source files that are used in a release
-Highlight any malformed/missing license headers
-Produces a license compatibility report for manual review

Note that we did something similar for buildroot and when attempting to upstream they turned round and said there are plenty of tools that do this why have you written yet another custom one. Can't find it but it's on the mailing list somewhere.
