4. Make these clickable. If you ever edit an existing incident, these are unaware that it has been created, and you have to click "Save & Next" each time.
5. Sunday should be the beginning of the week. This should be a universal change.

1. Save doesn't mean publish, it means save to the database. Publish takes what is saved in the db and renders it in into a pdf
