docs: point PrivateLink to standalone repo with cross-region connectivity

Update the main README PrivateLink entry to link to the standalone
crowdstrike/aws-privatelink repo and reflect cross-region connectivity.
Remove the local aws-privatelink directory now that it lives in its own repo.
