Page TOC gets lost below doc TOC in sidebar

The sidebar displays a TOC for the doc and a TOC for the current page.  It's nice to have the page TOC for pages with multiple sections.  But the page TOC is easily overlooked, since it is pushed down off-screen by the doc TOC.

Perhaps it could raised to the top?  Or put somewhere else on the page?
