Global Steam Admin/Whitelist/Blacklist

Feature Request

Global SteamID Adminlist/Whitelist/Blacklist. (possibly also for IP addresses for games that support it)

Feature Information:

Would like to see a place in the ADS Config that would allow us to set global admins/whitelists/blacklists for games which support these features through SteamID's. When set at the global level, any instances which are configured to use SteamID's for admin/whitelists/blacklist would inherit these settings from the ADS.
There would also need to be toggles for each list at the game instance to indicate whether that instance should use the local list, or the global one. For instance, there could be a situation where I wanted a global blacklist, but a particular instance might use a whitelist. Or, some games might have specific admins.
