These are ideas that are noble to pursue. However planning and guidance from maintainers is required first to see in which phase of the roadmap these steps fit

could we configure a regex or some other internal mechanism to exclude __gap storage variables when scanning for Unused State Variable checks.

All the upgradable contracts are showing up, when, while they are validly not being used, they are there for a specific purpose.
