Confuse about "batch_interpolate_flow" function in SRT/lib/sbr/interpolate.py

I so confused about the batch_interpolate_flow function and get_matrix_by_index function inside it.
why can they compute OF just by interpolation? And what get_matrix_by_index doing?
I would be very grateful to someone if someone could answer these questions.
