Add builds for Intel oneAPI and newer versions of `clang` and `gcc`

What Needs to be Done?
Add CI builds for compilers available in Ubuntu 22.04.
For a similar issue in vt see DARMA-tasking/vt#1745 (and the associated PR).

Consider adding Add builds for Intel oneAPI compilers (icpc, icpx). See DARMA-tasking/vt#1808.

Note: we have later decided to use a pinned version of Intel compilers (this was not done in vt #1808). Make sure to use matching version.
