Make checkpoint work with tribits to be more compatible with Trilinos

If we're talking about using magistrate within Trilinos, one way to do this could be by applying the following change (specify checkpoint as TPL for Trilinos):
NexGenAnalytics/Trilinos@c27160a

and then you can add checkpoint to Dependencies.cmake:

SET(LIB_REQUIRED_DEP_TPLS checkpoint)
