Edit filter class so that user could build own filter to apply to timeseries

Current implementation requires a filter to be coded into the clean timeseries function in order to call within the workflow. The filter but be matched with a string name. Users should be able to import the filters they want to use and then include them within a list to determine what filters and the order the filters should be applied.
