Trigger a readthedocs build after merging PRs

Currently making changes to this repo results in PRs to diracx seeing the docs as having "changed" despite it having nothing to do with the diracx PR.

It would be better to retrigger the diracx docs build whenever diracx-charts is updated.

The same thing should also be done in the web.
